ABOUT US:
The Noble County Chapter of the Ohio Retired Teachers Association was organized on September 14, 1965. With the assistance of Charles W. Layman, a former Noble County teacher and District Director for ORTA, and Edwin Roe of Zanesville, an ORTA Trustee, the retired teachers of Noble County in Ohio became a part of ORTA. The first elected officers included William Forshey, President; R. R. Ullmann, Vice-President and Sadie Brothers, Secretary-Treasurer. The committee to prepare the Constitution and By-laws included A. G. Wharton, Minerva Frazier and Wayne Mallett.
OUR MISSION:
The Noble County Retired Teachers Association exists for the purpose of aiding in the advancement of public schools; to foster good fellowship among the retired public school teachers; and to help promote the interests and welfare of retired teachers throughout the state of Ohio.
BY-LAWS:
Noble County Chapter of the Ohio Retired Teachers Association
October, 1965
Article I. NAME AND PURPOSE
Section 1. The name of this organization shall be the Noble County Chapter of the Ohio Retired Teachers Association, Inc.
Section 2. The purpose of the chapter shall be (a) To aid in the advancement of public schools; (b) To foster good fellowship among the retired public schoolteachers; and, (c) To help promote the interests and welfare of retired teachers throughout the state of Ohio.
Article II. MEMBERSHIP
Section 1. All teachers drawing retirement allowances from the State Teachers Retirement System of Ohio, or other State Teachers Retirement Systems are eligible for membership.
Section 2. Others who are especially interested in the problems of the chapter and of public education may be admitted as associate members without vote, with the payment of dues.
Section 3. All eligible persons shall be admitted into the chapter upon application and payment of dues of State and Chapter.
Section 4. Eligible persons may be elected to honorary membership by a favorable two-thirds vote of the chapter members present at a regularly scheduled meeting.
Article III. OFFICERS AND DIRECTORS
Section 1. The officers of the Chapter shall be a President, a Vice-President and a Secretary-Treasurer.
Section 2. The officers of the chapter shall constitute an Executive Committee to come together on the call of the President or two members of the committee, for consideration of special matters in the interim between regular meetings of the chapter and the Board of Directors.
Section 3. The elected officers with the chairmen of the following committees shall constitute the Board of Directors: Legislative, Informative, Informative and Protective Services, Community Participation, Membership, Pre-Retirement Planning and Public Relations.
Section 4. The duties of the Officers and Directors shall be such as usually pertain to their respective offices. (Robert's Rules of Order)
Section 5. Any member or Trustee of the State Board and the past president of this chapter shall be considered as an associate member of the Board of Directors, without vote.
Section 6. The Board of Directors shall recommend the policies of the Chapter for approval by the members.
Article IV. ELECTIONS
Section 1. The officers of this Chapter shall be elected at the October meeting for a term of two years. They shall take office at the close of that meeting.* Article IV, Section 1, was amended, by unanimous vote of the members present at the regular Fall Meeting in 1981, to read "They shall take office January 1 following this election."
Section 2. The president with the approval of the majority of the Board of Directors shall appoint a nominating committee of three members of the Chapter, only one of whom shall be a member of the Board. This committee shall nominate candidates for the elective officers of the Chapter. The report shall be filed with the Secretary by the first of October previous to the election. Additional nominations may be made from the floor at the October meeting of the Chapter.
Section 3. The election shall be by ballot unless otherwise directed.
Section 4. After the October meeting, the President shall appoint the following committee chairmen: Legislative, Informative and Protective Services, Community Participation, Membership, Pre-Retirement Planning and Public Relations.
Section 5. Vacancies occurring on the Board of Directors shall be filled by Presidential appointment for the unexpired period of such vacancies.
Article V. MEETINGS
Section 1. There shall be three regularly scheduled meetings of the chapter -- October April and June. ** Article V, Section 1, was amended, by unanimous vote of the members present at the regular Fall meeting in 1981, to read "There shall be six regular meetings of the Chapter -- February, April, June, August, October, and December."
Article V, Section 1, was amended at the October 2017 meeting to now read: There shall be five regular meetings of the Chapter -- April, June, August, October, and December.
Section 2. Special meetings of the Chapter may be called by the Board of Directors whenever, in the judgment of the majority of its members such a meeting is necessary.
Article VI. DUES
Section 1. The Board of Directors with the approval of the Chapter may fix the dues from time to time, to meet the needs of the Chapter. The minimum dues, however, shall be one dollar ($1) per year. *** Article VI, Section 1, was amended, by unanimous vote of the members present at the regular April meeting in 1972, to read "Minimum dues shall be two dollars ($2.00) per year." This section was again amended, likewise, at the regular Fall meeting in 1982, to read "Minimum dues shall be two dollars, fifty cents, ($2.50) per year.
Section 2. Dues shall be payable on or before January 1 of each year. Continued membership in the State Organization is mandatory. Membership shall lapse upon non-payment of dues for a year.
Section 3. No collection of money, other than dues, is to be made unless approved by the Board of Directors and voted by the membership. Exceptions may be granted by the Board of Directors on request of the Social-Program Committee.
Article VII. AMENDMENTS
Section 1. The By-laws of this chapter may be amended at any regularly scheduled meeting by a two-thirds vote of the members present, provided written notice has been sent to the members at least ten days prior to the meeting.
Section 2. Any proposed amendment must be signed by at least twenty percent of the members of the chapter and filed with the Secretary at least 30 days preceding date of a regularly scheduled meeting.
Article VIII. RULES OF ORDER
Section 1. Except in matters provided for in the BY-LAWS, the Chapter shall be governed by Robert's Rules of Order, Revised
